Welcome to the new edition of PHM Exchange- a newsletter from the People's Health Movement. PHM exchange is sent to our activists and colleagues who have joined us over the last 25 years!! In this second newsletter we bring to you news from our PHM country circles and networks from around the world.

As we shared in the previous newsletter, the People’s Health Movement will be celebrating 25 years of struggle, solidarity, and collective action this year. To mark this, various country circles are organising events, and others are being planned.  

i. Below are the updates from the countries/ regions.

a. National Convention on Health Rights organised by PHM India from 11–12 December 2025 in New Delhi

Jan Swasthya Abhiyan (JSA)- the Indian chapter of PHM is one of our most active country/regional circles. A major collective event is being organised by PHM-India (Jan Swasthya Abhiyan) on 11–12 December 2025 in New Delhi — the National Convention on Health Rights to commemorate completing 25 years of the People's Health Movement in India and at the global level. The event is being held parallel to the winter session of the Indian parliament. Organised by JSA together with a broad array of civil-society networks, community health activists, trade unions, health workers, and grassroots movements, this convention marks a critical turning point in the fight for universal, equitable healthcare in India. The event offers a shared platform to confront the deepening crisis of public health services — widespread under-funding, understaffing, and increasing commodification through privatisation and outsourcing. Sessions in the convention will bring together testimonies and analyses on pressing issues such as the growing dominance of profit-driven private hospitals, sky-high out-of-pocket expenses, lack of affordable medicines, precarious working conditions of health workers, and systemic inequalities based on caste, gender, class, and geography. The Convention aims not just to critique but to offer coherent and realistic alternatives — forging a shared agenda for strong public health systems, regulation of private healthcare, protection of patient rights, fair health financing, social justice, and inclusive health systems for all. b. PHM Sri Lanka is scheduled to hold an event with partner organizations, stakeholders, and supporters on 10 December 2025 at Sarvodaya Nagarodaya Center, Colombo, Sri Lanka.

 We will keep updating on other country actions here. 

ii. Call from the PHM Global Secretariat to join the PHM 25 years celebration

We invite all PHM country circles, regional thematic campaigns, and affiliate networks to join us in celebrating 25 years of PHM in your own way. You may:

·       Organize an event, action, discussion, or creative activity in your region or network that celebrates PHM and the broader movement for health justice.

·       Reflect on the milestones in your own struggle for health — what victories, campaigns, or moments of solidarity have shaped your journey?

·       Send us a short (horizontal) WhatsApp video (1–2 minutes) sharing one or two of the major achievements or landmark moments in your region’s activism or struggle for health over the past 25 years. These will be part of a collective video collage celebrating our shared history and global diversity.

From 31 Oct- 3 Nov, 2025, members of People’s Health Movement – Europe met for a People’s Health Assembly in Glasgow, Scotland, for sharing, political reflection, and collective planning.

The Assembly kicked off on 31 Oct with an International People’s Health University session on Public Pharma, and included the PHM Scotland Assembly and PHM Europe meeting. The event also included PHM Scotland guiding the members through Glasgow, exploring the city’s history of workers’ struggles, and learning about the Scottish National Healthcare System.

We express deep gratitude to the PHM-Scotland comrades who hosted us with such generosity and solidarity. Their efforts made it possible for us to come together, strengthen our shared vision, and build the groundwork for the next phase of PHM-Europe’s organising.

The Regional Committee for the Promotion of Community Health (RCPCH/CRPSC), PHM LA’s reference point in Mesoamerica, held its three-day annual evaluation in El Salvador with representatives from six countries (Chiapas, Mexico, could not attend) from 4-6 Nov ‘2025. The meeting coincided with the RCPCH/CRPSC’s 50th anniversary of the struggle for community health and health rights.

The gathering opened with a Mayan ceremony at the Casa Blanca Ceremonial Center, led by spiritual guides from Guatemala and El Salvador, honoring Nahual Imox—the spirit of water—and reaffirming the commitment to protect regional water sources.

At Santa Leticia Farm, participants discussed the difficult regional context marked by government repression, harmful U.S. immigration and foreign policies, and upcoming elections in Honduras and Costa Rica. They reviewed the five-year Strategic Plan guiding vision, mission, and strategies for advancing primary health care and the right to health. They also reaffirmed their solidarity with the Palestinian people.

Despite these challenges, community organizations continue their work, having met most 2025 goals and preparing for 2026.

PHM Nepal successfully concluded its National People's Health University (NPHU) course from 13-17 November 2025 where it used the opportunity to celebrate 25 years of PHM. The NPHU is a national adaptation of PHM’s capacity-building program, International People’s Health University (IPHU). The program held a national launch of Global Health Watch 7, a celebration of 25 years of the People's Health Movement on Day 1, and paid tribute to the founders of PHM. The People's Health Movement's (Global) Health Systems thematic circle held an international webinar on the theme of "Impact of Post-COVID trends in Global Migration of Health professionals" on 25 October 2025.  

The webinar drew on inputs and contributions from the case studies received from various PHM country circles from the Global South on the topic of international migration of health workers, especially nurses. 6. Our latest article in British Medical Journal (BMJ) - written by Sara el-Solh, James Smith, Amira Nimerawi, and Mads Gilbert - on torture in Israeli detention sites and the complicity of Israeli health workers in torture. Below, the case study of the Argentine hospital’s fight against austerity is a suggestion from our PHM Argentina members.

Garrahan Hospital, Argentina's leading public paediatric centre, became a symbol of resistance against the budget cuts promoted by Javier Milei's government. For over a year, workers — doctors, nurses, technicians, and support staff — waged an exemplary collective struggle in defence of their labour rights and, above all, the right to health of Argentine children and adolescents.

In a context of underfunding, precarious working conditions, and austerity policies, Garrahan staff denounced the lack of supplies, excessive workloads, and frozen wages, warning that the deterioration of the public system was jeopardising comprehensive care for children and adolescents. Their demand transcended the union: it became an ethical and social cause for the protection of children as a public good.

The measures taken—strikes, demonstrations, and awareness campaigns—received broad support from society, which understood that defending the hospital was also defending the future of thousands of children. Sustained pressure from Garrahan staff and popular solidarity led to the passage of the Paediatric Emergency Law, a political response to the collapse of the child care system. Although the executive initially vetoed the law, the persistence of the mobilisation forced the government to back down.

Finally, after a year of resistance, a 61% salary increase was achieved for all hospital staff, retroactive to October 2025, along with social recognition of the conflict as a just cause. The Board of Directors decided not to receive the increase, emphasising that the victory belonged to those who supported the hospital on a daily basis.

This victory was not only a union victory: it reaffirmed that the defence of health workers' working conditions is inseparable from the guarantee of the rights of children and adolescents.

Bienvenidos a la nueva edición de ‘PHM Exchange’, el boletín informativo del Movimiento de la Salud de los Pueblos. Como compartimos en el boletín anterior, el Movimiento por la Salud de los Pueblos celebrará este año 25 años de lucha, solidaridad y acción colectiva. Para conmemorar esta fecha, varios círculos nacionales están organizando eventos y se están planificando otros.

i. Noticias de los países/regiones

a. Convención Nacional sobre Derechos de Salud organizada por PHM India del 11 al 12 de diciembre de 2025 en Nueva Delhi

Jan Swasthya Abhiyan (JSA), la sección india, es uno de los círculos nacionales/regionales más activos de PHM. PHM-India (Jan Swasthya Abhiyan) está organizando un importante evento colectivo los días 11 y 12 de diciembre de 2025 en Nueva Delhi: la Convención Nacional sobre Derechos de Salud, para conmemorar los 25 años del Movimiento por la Salud de los Pueblos en la India y a nivel mundial. El evento se celebra paralelamente a la sesión de invierno del Parlamento indio.

Organizada por JSA junto con una amplia gama de redes de la sociedad civil, activistas de la salud comunitaria, sindicatos, trabajadores de la salud y movimientos de base, esta convención marca un punto de inflexión crítico en la lucha por una atención sanitaria universal y equitativa en la India. El evento ofrece una plataforma compartida para hacer frente a la crisis cada vez más profunda de los servicios de salud pública: la falta generalizada de financiación, la escasez de personal y la creciente mercantilización a través de la privatización y la subcontratación. Las sesiones de la convención reunirán testimonios y análisis sobre cuestiones urgentes como el creciente dominio de los hospitales privados con ánimo de lucro, los elevados gastos que deben sufragar los pacientes, la falta de medicamentos asequibles, las precarias condiciones de trabajo de los trabajadores sanitarios y las desigualdades sistémicas basadas en la casta, el género, la clase social y la geografía. La Convención no solo pretende criticar, sino también ofrecer alternativas coherentes y realistas, forjando una agenda común para unos sistemas de salud pública sólidos, la regulación de la sanidad privada, la protección de los derechos de los pacientes, una financiación sanitaria justa, la justicia social y unos sistemas de salud inclusivos para todos. ii. Llamamiento de la Secretaría Global del PHM

Invitamos a todos los círculos nacionales, campañas temáticas regionales y redes afiliadas de PHM a que se unan a nosotros para celebrar los 25 años de PHM a su manera. Pueden:

·       Organizar un evento, una acción, un debate o una actividad creativa en su región o red para celebrar el PHM y el movimiento más amplio por la justicia en salud.

·       Reflexionar sobre los hitos de su propia lucha por la salud: ¿qué victorias, campañas o momentos de solidaridad han marcado su trayectoria?

·       Enviennos un breve vídeo (horizontal) de WhatsApp (1-2 minutos) en el que compartan uno o dos de los principales logros o momentos históricos del activismo o la lucha por la salud en su región durante los últimos 25 años. Estos formarán parte de un collage de vídeos colectivo que celebrará nuestra historia compartida y nuestra diversidad global.

Del 31 de octubre al 3 de noviembre de 2025, los miembros del Movimiento por la Salud de los Pueblos – Europa - se reunieron en Glasgow, Escocia, para celebrar una Asamblea por la Salud de los Pueblos con el fin de compartir experiencias, reflexionar sobre cuestiones políticas y planificar colectivamente.

La Asamblea comenzó el 31 de octubre con una sesión de la Universidad Internacional de Salud Popular sobre la industria farmacéutica pública, e incluyó la Asamblea del PHM Escocia y la reunión del PHM Europa. El evento también incluyó una visita guiada por Glasgow a cargo del PHM Escocia, en la que se exploró la historia de las luchas obreras de la ciudad y se aprendió sobre el Sistema Nacional de Salud escocés.

Expresamos nuestra profunda gratitud a los compañeros del PHM-Escocia que nos acogieron con tanta generosidad y solidaridad. Sus esfuerzos hicieron posible que nos reuniéramos, fortaleciéramos nuestra visión compartida y sentáramos las bases para la siguiente fase de la organización del PHM-Europa.

El Comité Regional para la Promoción de la Salud Comunitaria (CRPSC), punto de referencia del PHM LA en Mesoamérica, celebró su evaluación anual de tres días en El Salvador con representantes de seis países (Chiapas, México, no pudo asistir) del 4 al 6 de noviembre de 2025. La reunión coincidió con el 50º aniversario de la lucha del RCPCH/CRPSC por la salud comunitaria y el derecho a la salud.

La reunión se inauguró con una ceremonia maya en el Centro Ceremonial Casa Blanca, dirigida por guías espirituales de Guatemala y El Salvador, en honor a Nahual Imox, el espíritu del agua, y reafirmando el compromiso de proteger las fuentes de agua de la región.

En la finca Santa Leticia, los participantes debatieron sobre el difícil contexto regional marcado por la represión gubernamental, las perjudiciales políticas migratorias y exteriores de Estados Unidos y las próximas elecciones en Honduras y Costa Rica. Revisaron el Plan Estratégico quinquenal que guía la visión, la misión y las estrategias para promover la atención primaria de salud y el derecho a la salud. También reafirmaron su solidaridad con el pueblo palestino.

A pesar de estos desafíos, las organizaciones comunitarias continúan su trabajo, habiendo cumplido la mayoría de los objetivos para 2025 y preparándose para 2026.

El PHM Nepal concluyó con éxito su curso de la Universidad Nacional de Salud Popular (NPHU) del 13 al 17 de noviembre de 2025. La NPHU es una adaptación nacional del programa de capacitación del PHM, la Universidad Internacional de Salud Popular (IPHU). El programa celebró el lanzamiento nacional de Global Health Watch 7, una celebración de los 25 años del Movimiento por la Salud de los Pueblos el primer día, y rindió homenaje a los fundadores del PHM. El círculo temático de Sistemas de Salud (Globales) del Movimiento por la Salud de los Pueblos celebró un seminario web internacional sobre el tema «Impacto de las tendencias posteriores a la COVID en la migración global de los profesionales de la salud» el 25 de octubre de 2025.

El seminario web se basó en las aportaciones y contribuciones de los estudios de casos recibidos de varios círculos nacionales del PHM del Sur Global sobre el tema de la migración internacional de los trabajadores de la salud, especialmente las enfermeras. Nuestro último artículo en la revista British Medical Journal (BMJ), escrito por Sara el-Solh, James Smith, Amira Nimerawi y Mads Gilbert, sobre la tortura en los centros de detención israelíes y la complicidad de los trabajadores sanitarios israelíes en la tortura. A continuación, el estudio de caso de la lucha del hospital argentino contra la austeridad es una sugerencia de nuestros miembros de PHM Argentina.

El Hospital Garrahan, el principal centro pediátrico público de Argentina, se convirtió en un símbolo de resistencia contra los recortes presupuestarios promovidos por el gobierno de Javier Milei. Durante más de un año, los trabajadores —médicos, enfermeros, técnicos y personal de apoyo— libraron una lucha colectiva ejemplar en defensa de sus derechos laborales y, sobre todo, del derecho a la salud de los niños y adolescentes argentinos.

En un contexto de falta de financiación, condiciones laborales precarias y políticas de austeridad, el personal del Garrahan denunció la falta de suministros, la excesiva carga de trabajo y la congelación salarial, advirtiendo que el deterioro del sistema público ponía en peligro la atención integral de los niños y adolescentes. Su reivindicación trascendió el ámbito sindical: se convirtió en una causa ética y social para la protección de la infancia como bien público.

Las medidas adoptadas —huelgas, manifestaciones y campañas de sensibilización— recibieron un amplio apoyo de la sociedad, que entendió que defender el hospital era también defender el futuro de miles de niños. La presión sostenida del personal del Garrahan y la solidaridad popular llevaron a la aprobación de la Ley de Emergencia Pediátrica, una respuesta política al colapso del sistema de atención infantil. Aunque el ejecutivo vetó inicialmente la ley, la persistencia de la movilización obligó al gobierno a dar marcha atrás.

Finalmente, tras un año de resistencia, se logró un aumento salarial del 61 % para todo el personal del hospital, con carácter retroactivo desde octubre de 2025, junto con el reconocimiento social del conflicto como una causa justa. La Junta Directiva decidió no recibir el aumento, subrayando que la victoria pertenecía a quienes apoyaban al hospital a diario.

Esta victoria no fue solo una victoria sindical: reafirmó el hecho que la defensa de las condiciones laborales de los trabajadores de la salud es inseparable de la garantía de los derechos de los niños y adolescentes.
